China Procurement Outsourcing

Companies looking to source from China do not always need to build a local purchasing office. HKSOMMET can support defined parts of the procurement workflow, from supplier identification and quotation comparison to production follow-up and shipment coordination. Engagements may be project-based or ongoing, with responsibilities, fees and reporting agreed in advance.

When it fits

When buyers choose procurement outsourcing

You need a China-based function but are not ready to hire and manage your own purchasing office.

Your sourcing volume is growing and internal capacity cannot keep up with supplier communication.

You want a defined scope of work with agreed responsibilities instead of an open-ended arrangement.

You need someone local to follow production milestones and flag issues before they become disputes.

Scope

Possible deliverables

  • Define sourcing scope and success criteria
  • Supplier shortlisting against agreed criteria
  • RFQ preparation and quotation comparison
  • Sample coordination and review support
  • Purchasing milestone tracking
  • Quality-control plan coordination
  • Shipment handover support

Process

How an engagement typically works

  1. 01

    Scope definition

We agree on the products, target market, volume assumptions, timeline and the exact responsibilities you want covered.

  2. 02

    Fees and reporting

Fee structure, invoicing and reporting cadence are confirmed in writing before any work begins.

  3. 03

    Supplier identification

We prepare a shortlist with capability questions and request quotations on your behalf.

  4. 04

    Execution and follow-up

Orders, production milestones and quality gates are tracked, with issues escalated to you with clear options.

  5. 05

    Handover

Shipment, documentation and post-delivery follow-up are coordinated according to the agreed Incoterms.

Honest boundaries

What outsourcing is not

  • We do not claim to be your legal purchasing department — contracts remain with your company or an agreed contracting entity.
  • Fees, commission and resale margins are agreed per engagement; conflicts of interest must be disclosed and documented.
  • Outsourcing does not remove the need for inspection or verification — quality checks are planned as separate, agreed steps.

Frequently asked questions

Do you purchase as an agent or as a reseller?

Either can apply depending on the engagement and contract. When we act as a procurement agent we charge agreed service fees and disclose any commission; when we act as a seller we take title and liability under a sales contract. The model is agreed in writing before the project starts.

Can you manage multiple suppliers?

Yes. Multi-supplier projects are handled with a consolidated comparison, per-supplier communication and a single reporting view. See our Multi-supplier Consolidation service for the structure we use.

How are service fees agreed?

Fees are agreed per engagement and documented before work starts — project fees, monthly retainers or agreed commissions. Nothing is invoiced outside the written scope.
